Program Description:
The Create Your Own Opportunities (CYOO) Program supports individuals who are ready to become business owners by offering business skills training and one-to-one business coaching designed to enhance our clients success. The objective of the Create Your Own Opportunities Program is to support participants in their pursuit of becoming a small business owner and the expansion of their business through job creation.

Domestic Violence Rapid Re-Housing Program
Provides up to 24 months of rental assistance for those fleeing a domestic violence situation or are homeless because of already leaving.

Program Description:
The Domestic Violence Rapid Re-Housing Program is funded through the Wisconsin Balance of State Continuum of Care and the Department of Housing and Urban Development and can provide up to 24 months of rental assistance. The program will pay 100% of the participant’s first month’s rent. Thereafter, participant contribution toward rent will be 30% of the household’s monthly adjusted gross income, payable directly to the landlord.
This program will provide intensive case management to each household.
Eligibility Guidelines:
Income limit must be at or below 30% of the County Median Income and be fleeing a domestic violence situation or be homeless because of already leaving.

Applicants should then contact the Program Contact for an assessment to determine preliminary eligibility. Once initial eligibility is determined, the applicant is placed on the Prioritization List and offered assistance when an opening becomes available in the program. Applicants are placed on the Prioritization List by their VI-SPDAT or F-VI-SPDAT score.

Homeless Prevention Program
The Homeless Prevention Program targets individuals/families that have an eviction of 14 days or less. The case manager will work with the landlord to mediate the situation, if possible and/or assist the applicant in finding another unit.

Program Description:
The Homeless Prevention Program is funded through the Emergency Solutions Grant and can provide up to 12 months of rental assistance, one-time rental appears payment, utility payment up to 12 months, and/or utility arrears to low-income households that are imminently at risk of becoming homeless and would lose their housing without this assistance.
The Homeless Prevention Program targets individuals/families that have an eviction of 14 days or less. The case manager will work with the landlord to mediate the situation, if possible and/or assist the applicant in finding another unit.

Applicants should contact Newcap’s Oconto office for an assessment to determine preliminary eligibility. Once initial eligibility is determined, the applicant is placed on the Prioritization List and offered assistance when an opening becomes available in the Homeless Prevention Program in their community. Applicants are placed on the Prioritization List by their vulnerability and whether or not they meet the HUD’s definition of at-risk.
Rapid Re-Housing Program
This program targets individuals/families who are literally homeless. It is to assist homeless persons living on the streets or in an emergency shelter transition as quickly as possible into permanent housing, and then to help such persons achieve stability in that housing.

Program Description:
The Rapid Re-Housing Program provides rental assistance to individuals/families that are literally homeless. When an applicant is eligible, a portion of their rent will be paid through Newcap based on their income. This payment will be sent directly to the landlord the first working day of each month. The tenant will be responsible for the balance.
Rapid Re-Housing:
This program targets individuals/families who are literally homeless. It is to assist homeless persons living on the streets or in an emergency shelter transition as quickly as possible into housing, and then to help such persons achieve stability in that housing.
If the applicant is approved, attendance at an interview/briefing session is required. During the briefing, the tenant is given a detailed explanation of the program and their responsibilities. When the tenant has located a unit and the owner accepts the assistance, an inspection is performed to ensure the unit is decent, safe, and sanitary under the Housing Quality Standards regulations. If the unit passes, the owner and Newcap enter into a Rental Agreement. The tenant and the landlord enter into a lease agreement.
Case Managers will conduct monthly visits at least once a month or more if needed. Monthly visits will focus on individual goals, landlord/tenant issues, employment concerns, financial management, or other goals identified through various assessments. Room-by-room inspections may be done as needed. Attendance at workshops focused on self-sufficiency may be mandated. Follow-up services will be provided to families exiting the program.

Provides individuals with the opportunity to develop new skills or update and enhance current skills while continuing to work, by attending school part-time, as well as receiving individual career plan development assistant and long-term support as individuals work toward their career goals.

Program Description:
The Steps to Success Program provides individuals with the opportunity to develop new skills or update and enhance current skills while continuing to work. Individuals attend school to increase their earning potential and explore career options. Newcap will help provide individual, confidential development of a career plan, assist with job skill activities, and provide long-term emotional support as the individual works towards goals. Newcap may assist with education-related expenses (tuition, books, miscellaneous fees, etc.), reimburse for training-related transportation, and/or assist with childcare costs while attending classes.</>
Eligibility Guidelines:
Clients must be working at least 20 hours per week with income at or below 150% of the Federal Poverty Guidelines established for their household size. Tenant Based Rental Assistance (TBRA) Program

Program Description:
The Tenant Based Rental Assistance (TBRA) Program is a Housing First program providing rental assistance to individuals/families experiencing homelessness or those at imminent risk of becoming homeless. Priority is given to the disabled, those who have a disabled family member, low-income who are disabled or have a disabled family member, and those who are chronically homeless or at risk of becoming chronically homeless. Preference is then given to applicants who have been diagnosed with a mental illness.
Eligible households must agree to actively participate in case management and be working toward housing stability based on the goals and objectives set on their Housing Stabilization Plan. All eligible households will be assisted with such services as case management, transportation assistance with referrals to mental health services, AODA, and life skills training. This program will focus on self-sufficiency and require all program beneficiaries to participate as a condition of rental assistance. Program participants will not be terminated for failure to participate but will be reevaluated at six months to ensure that they are working toward self-sufficiency in order to continue with assistance.
If the applicant is approved, attendance at an interview/briefing session is required. If eligible, during the briefing, the tenant is issued a coupon and also given a detailed explanation of the program and their responsibilities. When a tenant has located a unit and the owner accepts the coupon, an inspection is performed to ensure the unit is decent, safe, and sanitary under the Housing Quality Standard regulations. If the unit passes, the owner and Newcap enter into a Housing Assistance Contract. The tenant and landlord enter into a lease agreement. The lease must be for at least 6 months.
Case Managers will conduct monthly visits or more if needed. Monthly appointments will focus on individual goals, landlord/tenant issues, employment concerns, financial management, or other goals identified through various assessments. Room-by-room inspections may be done as needed. Attendance at workshops focused on self-sufficiency may be mandated. Follow-up services will be provided to families exiting the program for up to 6 months.

Provides help to income-eligible individuals with assistance in obtaining an affordable, dependable vehicle in order to get to work-related activities.

Program Description:
The Work-N-Wheels Program is designed to help currently employed, income-eligible individuals with assistance in obtaining an affordable, dependable vehicle in order to get to work-related activities. Eligible individuals may receive a no-interest loan for up to $5,000 to purchase a vehicle. Loans are made with a maximum repayment time period of 34 months and payments of $150 per month. A downpayment of 9%-10% is required.
