Wisconsin Rental Assistance (WRAP) Program

Program Description

Administered by the Department of Administration (DOA), the program will provide financial assistance for rent, security deposits, and wrap around services for eligible households who have experienced income loss resulting from the COVID-19 pandemic. The Rental Assistance Program can award up to $3,000 per individual in a combination of rental payments and/or security deposits. This program is made possible through funding from the Federal Coronavirus Aid, Relief, and Economic Security (CARES) Act. The Wisconsin Rental Assistance Program will be provided on a first-come, first served basis, and the program will expire once CARES funding is exhausted.

Eligibility Guidelines

Eligible costs include direct financial assistance for owed rent and security deposits. Income must be at or below 80% County Median Income in the month of or prior to application date. You must also be 18 year or older, be on the lease, have a social security number, and you can’t be in another government support housing (i.e. public housing or Section 8 Housing Choice Voucher recipient). IF YOU HAVE NOT EXPERIENCED A LOSS OF INCOME BECAUSE OF COVID-19, YOU WILL NOT QUALIFY FOR THIS PROGRAM. IF YOU ARE NOT BEHIND ON YOUR RENT OR AT RISK OF EVICTION, YOU WILL NOT QUALIFY FOR THIS PROGRAM.

In collaborate with the Department of Administration through the CARES Act, Newcap is assisting households who are struggling with paying rent due to an income loss BECAUSE OF COVID-19!

In general, applicants need to be a Wisconsin resident with a household income at or below 80% of the county median income (CMI) in the month of or prior to the application date. Households at or below 60% of the county median income (CMI) will be prioritized for assistance.

The following situations WILL NOT qualify for this program: Assistance needed for Section 8 or Public Authority Housing, mobile home lot rent, and mortgage payments.

Newcap will review applications and provide assistance to eligible families on a first-come, first-served basis. This program will end once the funds are used.
