Description:

Domestic Violence Rapid Re-Housing is funded through the Wisconsin Balance of State Continuum of Care and the Department of Housing and Urban Development and can provide up to 24 months of rental assistance. Newcap will pay 100% of the participant’s first month’s rent. Thereafter, participant contribution toward rent will be 30% of the household’s monthly adjusted gross income, payable directly to the landlord.

Newcap will provide intensive coaching to each household.

Eligibility Guidelines:

Income limit must be at or below 30% of the County Median Income and be fleeing a domestic violence situation or be homeless because of already leaving.

Description:

The Home Energy Plus (HE+) Furnace is a year-round service that provides assistance to eligible low-income homeowners when their primary heating system (“furnace”) no longer provides heat, is inoperable, or becomes unsafe. The WHEAP (Energy Assistance) Program verifies applicant eligibility and sends a furnace referral to the Newcap. The WHEAP Program and Newcap then work cooperatively to ensure  goals and requirements are met while providing timely delivery of service.

Description:

The Homeless Prevention Program (HPP) is funded through the Emergency Solutions Grant and can provide up to 12 months of rental assistance, one-time rental appears payment, utility payment up to 12 months, and/or utility arrears to low-income households that are imminently at risk of becoming homeless and would lose their housing without this assistance.

The Homeless Prevention Program assists individuals/families that have an eviction of 14 days or less. The Success Coach and Content Specialist will work with the landlord to mediate the situation, if possible and/or assist the applicant in finding another unit.

Success Coaches will:

2. Focus on individuals goals
3. Landlord/tenant issues
4. Financial Management
5. Other goals identified through various assessments

Program Description:

Newcap Health Clinics offer Family Practice and Basic Chronic Healthcare for those ages one to adult, including adult and child wellness exams; uncomplicated diabetes, hypertension, ear, nose and throat infections, urinary tract infections, and colds! Our medical team also provides reproductive and healthcare services for males and females, including clinical exams, contraception education and prescriptions, emergency contraception, pregnancy testing and counseling, STD and HIV testing and counseling, and other reproductive healthcare services. Our clinics provide low-cost and no-cost health coverage options, and all services are confidential, including services to adolescents. We deliver a wide range of acute, chronic and preventative medical services to optimize health and well-being.

Eligibility Requirements:

If you are a Wisconsin resident of reproductive age and have a valid Social Security number. You can take advantage of services at low or no cost, based on your income, even if you have insurance.

Description:

The Medical Mileage Reimbursement is intended for those recipients who are unable to take other transportation services that are offered in the area. Applicants must have explored all other options available to them before they are considered for the program. MMRP can offer a reimbursement rate of $0.30 per mile for those who drive participants for pre-approved medical mileage.

Eligibility Requirements:

Family income must be at or below 150% of the Federal Poverty Guidelines. Participants must be elderly (over the age of 60) or disabled and NOT be eligible for a Medicaid transportation program. In order to be eligible for reimbursement, the participant recruits their own driver (who has a valid drivers license and insurance), completes the transportation voucher report, and submits it to Newcap within 30 days of the trip. Description:

Mobility Managemen  is a coordinated community-wide transportation service network. The Mobility Managers assist elderly and disabled individuals in finding the transportation resources available to them. The Mobility Managers coordinate services through partnerships with other agencies.

Newcap can assist a person experiencing homelessness with shelter in a nearby motel until the individual or family can link up with other support networks, family or friends or will be placed the prioritization list and will be served with various homeless services offered in the appropriate county.  This is available only as long as there are funds available.

Program Description:

My Garage: A Community Project is a Newcap stability and self-sufficiency program, that provides simple repairs and maintenance on cars owned by low-income, working residents of Florence, Marinette, Oconto and Shawano counties. Services include fixes required to keep the vehicle safe and road-worthy to facilitate the owner to work. The repairs will be done in Wausaukee or Marinette.  This is a loan program and all money needs to be paid back. 

Eligibility Guidelines:  

Client must be low income and working. For those low income and working, income must be at or below 150% of the Federal Poverty Guidelines.  The client must have the vehicle registered in their name, have proof of auto insurance and have a valid drivers license.

Please note: Due to funder restrictions, WETAP programs (Work N Wheels and My Garage) are not available in the City of Green Bay and the immediate attached municipalities.

Description:

Permanent Supportive Housing (PSH)provides long-term housing with supportive services for homeless persons with disabilities by reintegrating chronically homeless and other highly vulnerable homeless families and individuals into the community by addressing their basic needs for housing and providing ongoing support.  Newcap holds the lease on the unit and sublets the unit to the program participant.  The participant pays 30% of their monthly adjusted income back to Newcap as occupancy fees.

Eligibility Guidelines:

Description:

Rapid Re-Housing provides rental assistance to individuals/families that are literally homeless. When an applicant is eligible, a portion of their rent will be paid through Newcap based on their income. This payment will be sent directly to the landlord the first working day of each month. The tenant will be responsible for the balance.

Rapid Re-Housing:

This assists individuals/families who are literally homeless.  It is to assist homeless persons living on the streets or in an emergency shelter transition as quickly as possible into housing, and then to help such persons achieve stability in that housing.

If the applicant is approved, attendance at an interview/briefing session is required. During the briefing, the tenant is given a detailed explanation and their responsibilities. When the tenant has located a unit and the owner accepts the assistance, an inspection is performed to ensure the unit is decent, safe, and sanitary under the Housing Quality Standards regulations. If the unit passes, the owner and Newcap enter into a Rental Agreement. The tenant and the landlord enter into a lease agreement.

Success Coaches will conduct monthly visits at least once a month or more if needed. Monthly visits will focus on individual goals, landlord/tenant issues, employment concerns, financial management, or other goals identified through various assessments. Room-by-room inspections may be done as needed. Attendance at workshops focused on self-sufficiency may be mandated. Follow-up services will be provided to families exiting.

Description:

Steps to Success provides individuals with the opportunity to develop new skills or update and enhance current skills while continuing to work. Individuals attend school to increase their earning potential and explore career options. Newcap will help provide individual, confidential development of a career plan, assist with job skill activities, and provide long-term emotional support as the individual works towards goals. Newcap may assist with education-related expenses (tuition, books, miscellaneous fees, etc.), reimburse for training-related transportation, and/or assist with childcare costs while attending classes.

Eligibility Guidelines:

Clients must be working at least 20 hours per week with income at or below 150% of the Federal Poverty Guidelines established for their household size. Description:

Tenant Based Rental Assistance (TBRA) is a Housing First assistance offering providing rental assistance to individuals/families experiencing homelessness or those at imminent risk of becoming homeless. Priority is given to the disabled, those who have a disabled family member, low-income who are disabled or have a disabled family member, and those who are chronically homeless or at risk of becoming chronically homeless.  Preference is then given to applicants who have been diagnosed with a mental illness.

Eligible households must agree to actively participate in coaching and be working toward housing stability based on the goals and objectives set on their Housing Stabilization Plan.  All eligible households will be assisted with such services as case management, transportation assistance with referrals to mental health services, AODA, and life skills training.  We will focus on self-sufficiency and require all  participants to participate as a condition of rental assistance.  Program participants will not be terminated for failure to participate but will be reevaluated at six months to ensure that they are working toward self-sufficiency in order to continue with assistance.

If the applicant is approved, attendance at an interview/briefing session is required. If eligible, during the briefing, the tenant is issued a coupon and also given a detailed explanation of the program and their responsibilities. When a tenant has located a unit and the owner accepts the coupon, an inspection is performed to ensure the unit is decent, safe, and sanitary under the Housing Quality Standard regulations. If the unit passes, the owner and Newcap enter into a Housing Assistance Contract. The tenant and landlord enter into a lease agreement. The lease must be for at least 6 months.

Coaches will conduct monthly visits or more if needed. Appointments will focus on individual goals, landlord/tenant issues, employment concerns, financial management, or other goals identified through various assessments. Room-by-room inspections may be done as needed. Attendance at workshops focused on self-sufficiency may be mandated. Follow-up services will be provided to families exiting for up to 6 months.

Description:

The Weatherization Assistance Program (WAP) is administered by the Wisconsin Department of Administration, Division of Energy, Housing and Community Resources. The Wisconsin Weatherization Assistance Program is funded with a combination of state and federal funds including U.S. Department of Energy, Low Income Home Energy Assistance Program and state Public Benefits funding.  The Weatherization Assistance Program helps homeowners and renters reduce energy consumption while increasing comfort in their homes.  Weatherization improvements may also make the home’s environment healthier and safer.

Once eligibility has been established, the client will be contacted by one of Newcap’s certified Energy Auditors who will perform a comprehensive energy audit on the home to determine what energy efficiency measures can be done within the scope of the program. Upon completion of the energy audit a Weatherization crew will be scheduled to come to the home to perform the work prescribed by the audit under the careful supervision of a Field Coordinator.   Energy efficiency measures may include insulating of attics, sidewalls, and crawlspaces or basements; sealing air leaks; repair or replacing inefficient furnaces or boilers; installing energy saving products such Energy Star rated light bulbs, refrigerators and/or freezers. A sign-off of acceptable work is required from the owner or renter of the property, with quality control performed on a percentage of the completions.

Description:

Work-N-Wheels  is designed to help currently employed, income-eligible individuals with assistance in obtaining an affordable, dependable vehicle in order to get to work-related activities.  Eligible individuals may receive a no-interest loan for up to $8,500 to purchase a vehicle.   A downpayment of 9%-10% is required.
